Eric Hart is the Founder, President, and Chief Executive Officer of Harts Construction, LLC. Since founding the company in 2005, Eric has remained actively involved in all phases of underground utility construction, telecommunications deployment, directional drilling operations, and infrastructure development throughout the Southeast.

Eric brings extensive experience in large-scale fiber optic deployment, HDD operations, project development, operational management, workforce leadership, safety compliance, and client relations. His hands-on leadership approach has played a critical role in Harts Construction’s growth into a multi-state infrastructure contractor capable of supporting program-scale broadband and utility deployment initiatives.

Under Eric’s leadership, Harts Construction has successfully expanded its operational footprint while developing the personnel, equipment, and management infrastructure necessary to execute complex telecommunications, utility, and electrical infrastructure projects safely and efficiently.

Eric continues to lead the company’s long-term strategic growth initiatives with a strong focus on operational excellence, production sustainability, quality assurance, and client satisfaction.

Robert Thomas serves as Director of Operations for Harts Construction and oversees daily field execution, operational logistics, production management, and project coordination activities across multiple deployment regions. 

Robert is a results-driven underground utility and telecommunications professional with extensive experience in fiber optic deployment, HDD operations, electrical infrastructure, pipeline construction, and large-scale telecommunications project management. 

Throughout his career, Robert has demonstrated the ability to build and lead high-performing field teams while maintaining strong operational focus on production efficiency, quality assurance, safety compliance, and schedule performance. 

Prior to serving in operational leadership roles, Robert also worked extensively in safety management and compliance oversight, helping implement field safety procedures, workforce accountability standards, utility damage prevention practices, and operational risk mitigation strategies across active construction environments.

Robert plays a key role in maintaining production continuity, operational efficiency, and deployment sustainability across Harts Construction’s large-scale telecommunications and utility infrastructure programs. 

Michael Pyeatt serves as Operations Manager and brings more than 20 years of experience in management operations, broadband infrastructure construction, right-of-way coordination, and utility engineering support services. 

Michael has served in multiple operational and technical leadership roles throughout his career including broadband design support, utility engineering coordination, permitting management, and construction operations oversight. 

His responsibilities include:

Michael’s operational leadership and technical experience play an important role in ensuring efficient daily operations and successful project execution throughout all active deployment regions. 

Brandon Laughlin serves as Operations Manager for Harts Construction’s Louisiana Division and brings more than 15 years of progressive telecommunications and fiber infrastructure construction experience specializing in large-scale Fiber to the Home (FTTH) deployment operations. 

Brandon is a results-driven telecommunications leader with extensive expertise in fiber network deployment, horizontal directional drilling (HDD) operations, crew leadership, project execution, and operational management. 

Since joining Harts Construction in 2022, Brandon has played a key role in expanding the Louisiana Division through strategic planning, workforce development, operational improvements, and production management. Under his leadership, the division has more than doubled in size while supporting several large federally funded broadband infrastructure initiatives including NTIA, EDA, and GUMBO projects. 

These deployments included: 

  • Millions of feet of horizontal directional drilling 
  • Thousands of handholes installed 
  • More than 1,000 LCP cabinets installed 
  • Hundreds of thousands of fibers spliced and tested 

All projects were completed ahead of strict federal grant deadlines while maintaining Harts Construction’s commitment to safety, quality, accountability, and operational excellence.

Brett Bolling serves as Project Manager for Fiber Splicing and Technical Services and brings many years of experience working in multiple areas of fiber optic network construction, testing, troubleshooting, and splicing operations. 

Brett oversees fiber splicing operations, network testing, quality assurance procedures, technical troubleshooting, and field coordination activities supporting Harts Construction’s telecommunications deployment projects. 

His experience includes: 

  • Fiber optic splicing 
  • OTDR testing 
  • Fiber network troubleshooting 
  • Technical quality assurance 
  • Fiber restoration services 
  • Network turn-up coordination

Brett plays an important role in maintaining network quality, splice integrity, and technical performance standards across all active fiber deployment projects. 

Blye Barras oversees multiple electrical construction teams supporting underground and overhead electrical distribution systems throughout Harts Construction’s operating footprint. 

The Electrical Lineman Division provides services including:

Brian Easley is the Project Manager for Hart's Construction's Mississippi operations, bringing more than 10 years of experience in underground utility construction with a primary focus on Horizontal Directional Drilling (HDD) and telecommunications infrastructure.

Brian is responsible for overseeing construction operations throughout the Gulf South Region, managing field personnel and subcontractor crews to ensure projects are completed safely, on schedule, within budget, and to customer specifications. His experience includes directing complex fiber optic infrastructure installations, coordinating multiple project teams, and maintaining the highest standards of quality, safety, and operational excellence.

Brian's leadership, technical expertise, and commitment to customer satisfaction make him an integral part of Hart's Construction's continued success in delivering turnkey underground utility construction services.
